SUBJECT: Watergate Arrest — Unusual Observations

During my posting to [REDACTED], I observed the following in connection with Watergate Arrest:
All timepieces at the scene stopped simultaneously. They stopped for 3.2 seconds. When they resumed, they showed different times. None showed the correct time.
RECOMMENDATION: This matter exceeds diplomatic capacity. Recommend transfer to [REDACTED] for temporal assessment.
