SUBJECT: Nelson Mandela Release — Unusual Observations

CLASSIFICATION: MOST SECRET

During my posting to [REDACTED], I observed the following in connection with Nelson Mandela Release:

A voice was heard. It said: ‘The garden requires tending. The weeds must be removed. The flowers must bloom. The gardener is coming.’ The voice was not human.

RECOMMENDATION: This matter exceeds diplomatic capacity. Recommend transfer to [REDACTED] for temporal assessment.

Ambassador’s Note: “I am being followed. My mail is opened. My telephone clicks. And I see the symbol everywhere. In the embassy seal. In the ambassador’s flag. In the wallpaper. I am requesting immediate recall.”
